Meanwhile yesterday in Italy were approved with confidence by the Chamber of Deputies three amendments on the draft law on security. The text introduces the crime of clandestinity and provides for the payment of 200 € for the residence permit. Is then confirmed the extension, up to six months of periods spent in CIE, the "welcome" and identification centers, up to one hundred days. Provided, then the introduction of the patrols, done by normal citizens.
On May 7, for the first time in history, a patrol boat of the Italian Coast Guard and the "Guardia di Finanza" brought back to Libya migrants intercepted in the Channel of Sicily while crossing from Africa to Europe, for precision 227 migrants. The Italian interior minister has used triumphalistic tone: "It is a breakthrough in the fight against illegal immigration".
The Italian UNHCR spokesperson Laura Boldrini, immediately rushed to say: "It is possible that among them there were asylum seekers and refugees. (...) This way of managing migration in the Mediterranean is likely to come into a collision course with the right of asylum". António Guterres, who is also a member of the UN Commissioner for Refugees: "This incident shows a radical shift in immigration policies of the Italian government and is a source of serious concern. (...) Libya has not adhered to Convention on Refugees of 1951 and does not have a national system of asylum and efficient so the warning against the Italian authorities to reconsider their decision and that this practice is not repeated".
This story tells of hypocrisy and selfishness. Tells of colonialism and racism.
A few weeks ago I received an email from a dear friend: Bélaïd Abrika. Belaïd was one of the most active members of the Citizens Movement of the Aarchs in Algeria. For those who speak Italian, you can see here the documentary that I shot in Kabylia in 2002 on this movement with the help of Karim Metref: "Il ritorno degli Aarch - i villaggi della Cabilia scuotono l'Algeria (The return of Aarch - the villages of Kabylia shake Algeria)".
In Algeria last April 9, there were presidential elections. Minister Zerhouni announced the official results of presidential elections in 2009, in a press conference held on 10 April 2009 at the El Aurassi hotel in Algiers. 74.50% is the percentage of participation, while the candidate Bouteflika had collected 90.24% of votes, winning for the 3rd consecutive time.
However, the percentage of voters seems ludicrous, given the massive movement of Algerian citizens who have promoted the abstention from voting with the intention not to approve the elections that, according to tradition in Algeria, would be handled in a decisive manner.
For this reason Belaïd decided to write an open letter to President Bouteflika. Here below the letter, in French (original language in which it was written), English and Italian. I propose it below in full version with all its harsh and hard tone.
But first I want to give a brief account. Italy is among the first partners in Algeria and after all the friendship between Bouteflika and Berlusconi is well known. Since 1983, the Transmed, an undersea pipeline connecting Algeria and Italy via Sicily, passing under the Mediterranean, provides 33% of gas needs to Italy (and a new pipeline is being built via Sardinia).
"Despite the diversification of gas imports, the EU's dependence on politically unstable regions will grow in the future", says Marco Andreassi, Partner A.T. Kearney.
On 19 August 2008 Berlusconi wrote to Bouteflika:

As you read the letter below, Belaïd assigns responsibility to Bouteflika for the massacres in Kabylia between 2001 and 2002 by the Algerian gendarmerie (at least because he was already President at that time) .
What this scenario leads us to think? The West needs usurpers in African countries producers of raw materials. The instability is caused by movements of people that grow spontaneously in these states to assert their rights denied by the dictators of the day (but if they are friends of West, have the right to be called "democratic Presidents" ). Therefore, we must say that Italy and other Western countries are supporting criminals in Africa.
First question: where the Algerian government claims that Al Qaeda is hiding in Algeria in your opinion? Answer: in Kabylia, of course, the region must be militarized to quell the protest of citizens.
Second question: what is the consequence of this state of things in Algeria and Africa? The answer is even simpler: emigration.
So in these days in Italy has consumed a masterpiece of hypocrisy. A masterpiece of a policy never dead: colonialism.

Sans vos sarcastiques insultes et vos hypocrites et faux aveux, je ferais bien l'économie d'écrire à l'un des pions de l'ancien pouvoir dictatorial du clan d'Oujda et relais médiatique de crise actuel d'un système qui court à sa propre fin.

OPEN LETTER TO MR Abdelaziz Bouteflika
Mr Bouteflika,
If it were not for the unbearable contempt you showed on the amazigh issue, contempt from you spread in Kabylia, and if it were not for your strategy regarding the irresponsible state crimes committed in the spring of 2001, I would have gladly abstained from addressing the individual character and "versatile" politician as you are.
Without yopur insults full of sarcasm and your false statements, I refrain from writing to one of the pawns of the clan of Oujda, old holder of a dictatorial power, and media nerve center of the crisis that is driving the system towards self-destruction. But it is the case that you have turned the knife in the wound in the less appropriate moment, aware to be a member of a politic species without scruples, disappeared from the international political stage for at least twenty years.
Here we are, Mr Bouteflika, until you are still alive and a "calm death" takes you Tizi-Ouzou! First know that your insatiable desire to subject the Kabylia with the money coffers of the State has no effect if not on a handful of greedy that the waste or recycling, as their corrupt ancestors did.
Die quiet! The Kabyls are and remain the giants and the stacks of banknotes of your dirty oil never reach the heights of the dignity of Djurdjura or Ma Gouraya. Please understand that if nature has not been generous with you, we were pleased to see that you are especially little thing in the spirit and culture.
Mr Bouteflika, you pretend to be a "genuine tamazigh", the whole world knows that you are a partisan of irreducible Ouma-El-Arabia (Arab nationalism of the Baath Party), even the Arabs for generations, the real, don't defend it with your zeal, you and your generation, despoticly in power since independence in 1962. Know first that an Amazigh doesn't use his own identity, their language, their culture for electoral purposes. Remember the provocation, derogatory attitudes, promises and denials of the statements you made about the Amazigh people arabified by Islam. Let me mention some dates and facts.
On 3 September 1999 in Tizi-Ouzou you insisted opposing the formalization of the language tamazigh, and required, in case the situation to ask, to call a referendum to promote it as a national language. On the same occasion, you have promised the family of Lounès Matoub, undisputed icon of all Amazighs, to shed light on his murder case happened in June 25 1998. Ten years later, yet nothing significant has appeared in the investigation. In September 2005, in Constantine, you said that the Arabic language is the only official language in Algeria and that could not tolerate the presence in the creation of another language. At the beginning of the spring of 2001, you attended a conference of AIDS in South Africa, while the blood of our martyrs flowed at the hands of corrupt police and criminals.
You have silently witnessed the massacre perpetrated in Algiers by the pyromaniac Zerhouni on 14 June 2001, two million demonstrators who walked peacefully. Eight years later, Zerhouni occupies the same position, one wonders which of the two of you protects and controls the other. Since 2005, you have blocked all dialogue between representatives of the government and the Movement of the Arch, in particular the two decree laws governing the creation of a High Commissioner, an Academy of Language tamazigh and a television network in tamazigh worthy of this name, while in the dialogue launched appeals to our delegates, you have never ceased to emphasize the legitimacy and justness of the claims contained in the platform of El-Kseur.
In your speech to the nation on 12 March 2002 you announced to the Algerian and international odience the imprisonment of 24 police officers and the process for those responsible for massacres in Kabylia. Even now, these commitments remain a dead letter, as well as the implementation of the Platform of El-Kseur part of the Agreement between the Government and the Movement of the Aarch on 15 January 2005. Moreover, what was the outcome of the report by the committee of inquiry Professor ISSAD on the tragic events in Kabylia? As the eminent jurist, if the order to fire on the unarmed crowd has never been given, then why you, as supreme head of the army, have ordered an immediate cease-fire? Mr Bouteflika, proud of our identity, and thanks to the suffering and deprivation that whole generations have had to endure in your prisons, we have no doubt belong to our Amazigh culture. In North Africa there are no authentic Amazigh, false Amazigh, arabified amazigh or islamified or affiliates of Al-Qaeda! There are only Amazighs and go on.
Beliefs, principles, religion and culture are intangible references, the furrow in which every people leave its mark. And then, you do not want anyone amazigh! Keep in mind: first of "calm death", you would do well from Tizi-Ouzou without triggering a revolt in your passage. It is not due to some sinister Kabyl politician, improvised modern local saint, with whom you have walked into a touristic street in Tizi-Ouzou on a a Friday when the city was transformed into the headquarters of the army and police, that you can justify the minimum rate of participation in the farce on 9 April 2009 (NDT: presidential elections) and the fraud by which you govern the Kabylia and all amazigh territories; it is not with this, again, that you can win the esteem of the local population.
Greedy people who have nothing if not applicable to the shreds of a native language from their own soil by an unbridled desire of money that brought them to action without honor, justice and against the story.
Friday March 27 2009: in Tizi-Ouzou depopulated, there was a meeting of local employers and their apprentices for the division of bags of dirty money.
Of course, we have weakened in part, we no longer have the force of the years 2001-2004, the Citizen Movement is no longer what it was. The causes are many, the secret service organization that, along with other groups, have done the hard work: we have our share of responsibility. You are taking advantage of the crisis that the militants, trade unionists, and all movements in the region are going through to satisfy your thirst for power and injustice.
The second best time and reflection is necessary for a martyr people after a wave of terrible repression, characterized by some painful victories (historical) and profit losses.
We shall always live! Mr Bouteflika, you have a new mandate with which illegitimately add to his other misdeeds list before passing the baton to a (double homologous or politician) shadow-man, but know that the Kabylia will have the opportunity to remind those who really are: an avalanche of hatred and resentment against the Amazigh in Algeria, avalanche that sooner or later will trample you and your mafia system and murderess. You said to ignore the root causes of the facts in the spring of 2001, that statement does not rise from his responsibilities. I say: judge the perpetrators, sponsors and performers, present your resignation, otherwise sooner or later you will be judged for these crimes of state. Do not leave in peace, even after your "calm death"!
And for "calm death" should first judge the guilty. Such a thought should arise spontaneously in an individual with a conscience, but during your despotic government, a moral requirement that has not touched at all. Before you begin a new chapter in Kabylia, the thing would have been more right to exercise your functions as first magistrate to bring to justice the perpetrators and sponsors of the 126 young martyrs. Before that your name remains forever linked to the genocide against the people and applicable to crimes against humanity. If you had had the modesty, the courage and the will to implement the calls for dialogue with the Movement of the Aarch and the implementation of the Platform for El-Kseur, was an opportunity to aspire to a "reconciliation" with the Kabylia.
In the past you have missed the boat of the war of liberation and, in almost half a century, and after ten years as chairman of RADP (Algérienne République Démocratique et Populaire), failed to restore hope to the youth. You have violated the Constitution for "calm death" on the throne. You have one last chance to recover all the wasted opportunities. Do not die quiet until we review the murders of the 126 martyrs of the Black Spring of 2001 until we see (the language) tamazigh spread to all areas.
Finally, despite your power and your mafia system based on profit, Kabylia know that will draw a free political future, fair and democratic system for themselves and for all the Amazigh people of Algeria. But above all, do not forget that on the tops of Kabylia is not written: "ON SALE".

Se non fosse per l'insopportabile disprezzo da lei dimostrato riguardo alla questione amazig, disprezzo da lei diffuso in Cabilia, e se non fosse per la sua strategia irresponsabile riguardo ai crimini di Stato commessi nella primavera del 2001, mi sarei volentieri astenuto dal rivolgermi all'individuo a dir poco caratteriale e al politico "versatile" quali lei è.
Senza i suoi insulti pieni di sarcasmo e le sue false dichiarazioni, farei volentieri a meno di scrivere a una delle pedine del clan d'Oujda, antico detentore di un potere dittatoriale, centro nevralgico e mediatico dell'attuale crisi che sta portando il sistema verso l'auto-distruzione. Ma si dà il caso che lei ha girato il coltello nella piaga nel momento meno opportuno, sapendosi membro di una specie politica senza scrupoli, scomparsa dalla scena politica internazionale da almeno vent'anni.
Allora eccole il benservito Signor BOUTEFLIKA, fino a che è ancora vivo e una "morte serena" non l'ha ancora colta a Tizi-ouzou! Sappia innanzitutto che il suo desiderio insaziato di sottomettere la Cabilia con il denaro delle casse dello Stato non ha alcun effetto se non su un pugno di avidi che lo sprecheranno o lo ricicleranno così come hanno fatto i loro avi corrotti.
Muoia tranquillo! I cabili sono e restano dei giganti e le sue pile di banconote sozze di petrolio non raggiungeranno mai le vette della dignità di Djurdjura o di Ma Gouraya. Si renda conto che se la natura non è stata generosa con lei, fa piacere constatare che lei è soprattutto nano nello spirito e nella cultura.
Signor BOUTEFLIKA, Lei pretende di essere un "autentico tamazigh"; il mondo intero sa che lei è un irriducibile partigiano della Ouma-El-Arabia (nazionalismo arabo del partito baath), perfino gli arabi da generazioni, i veri, non la difendono con lo zelo che la caratterizza, lei e la sua generazione, dispoticamente al potere sin dall'indipendenza del 1962. Sappia innanzitutto che un vero amazigh non strumentalizza la propria identità, la propria lingua, la propria cultura a fini elettorali. Si rammenti delle provocazioni, degli atteggiamenti sprezzanti, delle promesse smentite e delle dichiarazioni da lei fatte riguardo al popolo amazig arabizzato dall'Islam. Vorrei ricordare alcune date e fatti.
Il 3 settembre 1999 a Tizi-ouzou lei ha insistito opponendosi all'ufficializzazione della lingua tamazigh, e ha richiesto, nel caso la situazione lo domandasse, la convocazione di un referendum popolare per innalzarla a lingua nazionale. Nella stessa occasione, lei ha promesso alla famiglia di Lounès MATOUB, icona incontrastata di tutti gli amazigh, di far luce sul suo assassinio avvenuto il 25 giugno 1998: dieci anni dopo, ancora niente di rilevante è apparso nell'inchiesta. Nel settembre del 2005, a Constantine, lei ha dichiarato che la lingua araba è la sola lingua ufficiale in Algeria e che non potrebbe tollerare la presenza, nella costituzione, di un'altra lingua. Al principio della primavera del 2001, lei ha partecipato a una conferenza sull'Aids in Sudafrica, mentre il sangue dei nostri martiri scorreva per mano dei gendarmi corrotti e criminali.
Lei ha assistito in silenzio al massacro, perpetrato a Algeri dal piromane ZERHOUNI il 14 giugno 2001, di due milioni di manifestanti che camminavano pacificamente. Otto anni dopo ZERHOUNI occupa la stessa carica, da chiedersi chi di voi due protegge e comanda l'altro. Dal 2005, lei ha bloccato ogni dialogo tra i rappresentanti del governo e il Movimento degli Arch, in particolare i due decreti legge riguardanti la creazione di un Alto Commissariato, di un'Accademia della lingua tamazigh e di una rete televisiva in lingua tamazigh degna di questo nome, mentre negli appelli al dialogo lanciati ai nostri delegati, lei non ha mai smesso di sottolineare la legittimità e la giustezza delle rivendicazioni contenute nella piattaforma di El-Kseur.
Nel suo "discorso alla nazione" del 12 marzo 2002 lei ha annunciato all'opinione pubblica algerina e internazionale l'incarcerazione di 24 poliziotti e il processo per i responsabili dei massacri in Cabilia. Ancor oggi questi impegni restano lettera morta, così come la messa in pratica della piattaforma di El-Kseur facente parte dell'accordo tra il governo e il Movimento degli Arch in data 15 gennaio 2005. Inoltre, cosa ne è stato dei risultati del rapporto redatto dalla commissione d'inchiesta del Professor ISSAD sui tragici avvenimenti in Cabilia? Come scrive l'eminente giurista: se l'ordine di sparare sulla folla disarmata non è mai stato dato, allora perchè lei, in quanto capo supremo dell'esercito, non ha immediatamente ordinato il cessate il fuoco? Signor BOUTEFLIKA, fieri della nostra identità, e grazie alle sofferenze e alle privazioni che intere generazioni hanno dovuto sopportare nelle sue carceri, non abbiamo alcun dubbio sulla nostra appartenenza all'etnia e alla cultura amazigh. Nel nord Africa non esistono autentici amazigh, amazigh falsi, amazigh arabizzati o islamizzati o affiliati di Al-Qaeda! Esistono gli amazigh e basta.
Le credenze, i principi, la religione e la cultura sono i riferimenti immateriali, il solco nel quale ogni popolo lascia la sua impronta. E poi, non è amazigh chiunque lo voglia! Lo tenga bene a mente : prima di "morire tranquillo", le farebbe bene partire da Tizi-ouzou senza innescare una rivolta al suo passaggio. E non è grazie a qualche losco personaggio politico cabilo, improvvisatosi moderno santo locale, con cui lei ha passeggiato in una stradina turistica di Tizi-ouzou un venerdì in cui la città era stata trasformata in quartiere generale dell'esercito e della polizia (immagini identiche allo Tsahal di Gaza) che lei potrà giustificare il tasso minimo di partecipazione alla pagliacciata del 9 aprile 2009 (ndt : elezioni presidenziali) e la frode con la quale lei governerà la Cabilia e tutti i territori amazigh; non è con questo, ancora, che si è conquistato la stima della popolazione locale.
Avidi personaggi, che non hanno nulla di cabilo se non i brandelli di una lingua madre da loro stessi insozzata per via di un desiderio sfrenato di denaro che li ha portati a azioni prive di onore, di giustizia e contro la storia.
Venerdì 27 marzo 2009: in una Tizi-ouzou spopolata, c'è stata la riunione dei padroni locali e dei loro apprendisti per la spartizione di sacchi di denaro sporco. ?
Certo, ci siamo in parte indeboliti, non abbiamo più la forza degli anni 2001-2004, il Movimento (civico) non è più quello che era. Le cause sono molteplici, i servizi segreti ben organizzati che, insieme ad altri gruppuscoli, hanno fatto il grosso del lavoro: noi abbiamo la nostra parte di responsabilità. Lei sta approfittando della crisi che militanti, sindacalisti, e tutti i movimenti della regione stanno attraversando per soddisfare la sua sete di potere e d'ingiustizia.
Questo tempo di ripiego e di riflessione è necessario ad un popolo martire dopo un'ondata di orribile repressione, costellata da alcune dolorose vittorie (storiche) e da utili sconfitte.
Resteremo sempre vivi! Signor BOUTEFLIKA, lei ha un nuovo mandato illegittimo con il quale aggiungere altri misfatti alla sua lista prima di passare il testimone a un (sosia o omologo politico) uomo-ombra; ma sappia che la Cabilia avrà modo di ricordarle chi è realmente: una valanga di odio e di rancore contro gli amazigh d'Algeria, valanga che prima o poi la travolgerà, lei e il suo sistema mafioso e assassino. Ha dichiarato di ignorare le cause all'origine dei fatti della primavera del 2001; dichiarazione che non la solleva dalle sue responsabilità. Le dico: giudichi i responsabili, mandanti e esecutori, presenti le dimissioni, altrimenti presto o tardi sarà giudicato per questi crimini di Stato. Non la lasceremo in pace, nemmeno dopo la sua "morte tranquilla"!
E per "morire tranquillo" dovrà prima giudicare i colpevoli. Un tale pensiero dovrebbe sorgere spontaneo in un individuo dotato di coscienza; ma, durante il suo dispotico governo, una tale esigenza morale non l'ha minimamente sfiorata. Prima di inaugurare un nuovo capitolo in Cabilia, la cosa più giusta sarebbe stata esercitare le sue funzioni di primo magistrato per portare in giudizio i mandanti e gli esecutori dei 126 giovani martiri. Prima che il suo nome resti per sempre legato al genocidio contro il popolo cabilo e ai crimini contro l'umanità. Se lei avesse avuto la modestia, il coraggio e la volontà di concretizzare gli appelli al dialogo con il Movimento degli Arch e la messa in atto della piattaforma d'El-Kseur, sarebbe stata un'opportunità per aspirare a un'eventuale "riconciliazione" con la Cabilia.
In passato lei ha perso il treno della guerra di liberazione e, in quasi mezzo secolo e dopo dieci anni di presidenza della RADP (République Algérienne Démocratique et Populaire), non è riuscito a ridare speranza alla gioventù. Ha violato la Costituzione per "morire tranquillo" sul trono. Ha un'ultima possibilità di recuperare tutte le occasioni sprecate. Non moriremo tranquilli fino a quando non assisteremo al giudizio degli assassini dei 126 martiri della primavera nera del 2001, fino a quando non vedremo la lingua tamazigh parlata in tutti gli ambiti.
Infine, nonostante il vostro potere mafioso e il vostro sistema basato sul profitto, sappia che la Cabilia saprà disegnare un futuro politico libero, giusto e democratico, per sè e per tutti i popoli amazigh d'Algeria. Ma, soprattutto, non dimentichi che sulle cime della Cabilia non c'è scritto: "VENDESI".
