The best results I have ever got in literary genres in which I have ever ventured, I got in that genre called "unanswered letters". Here below one of my latest works, in which, it's fair to say, I tried to do my best. In fact the results are that Nichi Vendola, president of region of Apulia in Italy and next candidate for the leadership of the Italian Left, never answered back (I wrote this letter more than 1 month ago from Istanbul) and "Puglia Sounds", what I am talking about in the letter, is now praised at any latitude within and outside the national boundaries. No place for blighters when the Revolution is in march?

Now I'm happily placed in Turkey, where I shot a feature film that I hope it will be selected at the next Berlinale in February (and if I get here maybe it's because the dear friend of my grandfather, Michele Pellecchia, was the Armenian poet Hrandt Nazariantz, exiled in the land of Bari, a native of Istanbul died in Conversano in 1962). But this is not what I am here to speak about.
I didn't left to notice that lately you've spent important words on the story of the expulsion of Roma people from France and by coincidence you have spoken recently on the role of Turkey in the Mediterranean area and on what could be Europe's enlargement to the east, the Balkans and Turkey.
Precisely:
"There is an Europe which has to be ashamed, an Europe that practices illegality and living with the ghosts of the past, a Europe that has little short-sighted and has fear to open itself and to embrace Turkey, this is also the Sarkozy's Europe that expels the Roma".
I know these places for almost 15 years, so I know the importance of your words that I found very encouraging. It must be said that Turkey remains a complex country and next Sunday 12 September there will be a historical referendum for the nation, while it may regulate once and for all the excessive power of the military, it could sanction another, the Islamists', also seen as moderates, but the latest moves on the chessboard in the Middle East should still make us think.
But I am a man of culture and that's why I am writing. I thought to submit a project to Puglia Sounds with an absolute cultural, musical and civic importance. This is the Orchestra of Sulukule, a Roma district of Istanbul, it is said the oldest quarter of Roma in Europe (Roma settled there before the arrival of the Turks). This neighborhood is being demolished for a plan of "urban renewal" and the inhabitants displaced on the outskirts of the city. This orchestra is the repository of a unique musical tradition in the Mediterranean, the 9 / 8 for example, an unusual and difficult beat that these people are learning since they are kids. Unfortunately, the criteria do not allow the orchestra to access the funds, since Enpals and SIAE and similar institutions, exist in Turkey, but 90% of the musicians that played there don't use or are excluded. It 's the case of Sulukule orchestra, capable of 100 nights a year, with a national reputation, recently hosted in a festival of Turkish music in Kreutzberg, Berlin, but not able to demonstrate through these criteria even 15 concerts in the past 2 years.

I will not take any more time, knowing that you are engaged in far more urgent and important issues, however, since I am also a musician and for years I have toured the Middle East and North Africa, I might point out that the criteria required by the notice shall preclude the access to the fund of numbers of musical realities of these countries, often among the most valuable and attractive ones. And if this is the true vocation of the Mediterranean and Levantine region of Puglia, would be a contradiction to exclude. Unless you are satisfied with the pop stars, who will have all the legal pedigree to access the call, but poor cultural subjects, most times without social roots in the territory they come from, and therefore incapable of realizing the cultural network that I suppose the Puglia region had hoped at the time of extending the call.
Finally. The call expires in a few days and has already ruled that the Sulukule Roman Orchestra will be excluded. But I hope for the future that the abovementioned criteria may be subject of reconsideration.

Ma non è di questo che ti vorrei parlare.
Non mi è sfuggito che ultimamente tu abbia speso parole importanti per la vicenda delle espulsioni dei Rom dalla Francia e per coincidenza tu abbia parlato recentemente anche del ruolo della Turchia nel mediterraneo e in quello che potrebbe essere l'allargamento dell'Europa verso est, Balcani e Turchia.

Conosco questi posti da quasi 15 anni, quindi conosco il peso delle tue parole che mi hanno molto incoraggiato. Va detto che la Turchia rimane un Paese complesso e domenica prossima 12 settembre ci sarà un referendum storico per la nazione, che se da un lato potrebbe regolamentare una volta per sempre lo strapotere dei militari, dall'altro potrebbe sancirne un altro, quello degli islamisti, sia pure considerati moderati, ma le cui ultime mosse sullo scacchiere mediorientale dovrebbero pur far riflettere.
Ma io sono più un uomo di cultura ed è per questo che ti scrivo. Ho pensato di candidare al bando Puglia Sounds un progetto che mi pare di assoluto spessore culturale, musicale e civico. Si tratta dell'Orchestra Rom di Sulukule, un quartiere di Istanbul, si dice il più antico quartiere Rom d'Europa (i rom vi si stanziarono prima dell'arrivo dei Turchi). Questo quartiere è ora in demolizione per un piano di "riqualificazione urbana" e gli abitanti sfollati alle periferie della città. Questa orchestra è depositaria di una tradizione musicale unica nel Mediterraneo, il 9/8 per esempio, un ritmo atipico e difficilissimo di cui queste persone sono maestri, imparandolo da quando non sono che ragazzini. Purtroppo i criteri di accesso al bando non consentono all'orchestra di partecipare, in quanto gli enti analoghi a Enpals e Siae, secondo legge esistono in Turchia, ma il 90% della musica suonata non vi ricorre o ne viene esclusa. E' il caso dell'orchestra di Sulukule, capace di 100 serate l'anno, con una fama nazionale, recentemente ospite di un festival di musica turca a Kreutzberg, Berlino, ma non in grado con questi criteri di dimostrare 15 concerti negli ultimi 2 anni.

Non voglio rubarti altro tempo, sapendoti impegnato in ben più urgenti e importanti questioni, tuttavia, essendo io anche musicista e avendo girato per anni il Medio Oriente e il Nord Africa, mi permetto di segnalare che i criteri richiesti dal bando precludono all'origine l'accesso allo stesso di numerose realtà musicali di questi Paesi, spesso tra le più preziose e accattivanti. E che, se è vera la vocazione mediterranea e levantina della regione Puglia, sarebbe un controsenso escludere. A meno che ci si accontenti della pop-star, che avrà tutto il pedigree legale per accedere al bando, ma soggetto culturale povero, il più delle volte privo di un radicamento sociale sul territorio da cui proviene, e quindi incapace di realizzare quella rete culturale che suppongo la regione Puglia si fosse auspicata al momento di estendere il bando.
Per concludere. Il bando in scadenza a giorni ha già di fatto escluso l'orchestra Rom di Sulukule. Ma mi auguro che per il futuro i criteri sopra menzionati possano essere oggetto di una riconsiderazione.
